The overall intent of this announcementis to solicit partnerships to provide direct technical services (boots on theground) to plan and/or implement conservation practices throughout WestVirginia and reach objectives and priorities outlined further in this document. Research proposals will not be accepted, norconsidered as part of this announcement. Proposalswill be accepted from entities delivering conservation programs and services inWest Virginia. West Virginia NRCSanticipates that the total funds available in support of this program in FY2019 will be up to $2,000,000, subjectto availability of funds at the time of award. Proposals are requested from eligibleentities, non-profits, governmental or non-governmental organizations, andinstitutions of higher learning for competitive consideration of awards forprojects between three and five years in duration. Thisnotice identifies the objectives, eligibility criteria, and applicationinstructions. Applications will bescreened for completeness and compliance with the provisions of thisnotice. Incomplete and/or noncompliantapplications will be eliminated from competition and notification ofelimination will be sent to the applicant.
