Description: The 2014-2016 Ebola Virus Disease (EVD) outbreak in Liberia exposed the acute vulnerability of Liberia’s public health system. Limited laboratory capacity and resources, including lack of diagnostic capacities to test for infectious diseases, an unreliable blood supply with inadequate blood services, and poor to non-existent infection prevention and control (IPC) resources and practices in health facilities and laboratories left the Liberian health system unprepared for the EVD outbreak. Significant investments and gains have been made since 2014 to strengthen Liberia’s public health system; however, the system remains fragile. The US Centers for Disease Control and Prevention (CDC), in coordination with the Government of Liberia (GOL) and local and international partners, continues to support health system strengthening activities, further building Liberia’s capacity to prevent, detect, and respond to disease outbreaks at their source. This NOFO supports activities to strengthen laboratory capacities, further developing a competent laboratory workforce and expanding diagnostic capacities, reinforced through laboratory quality management activities; improved blood transfusion practices to build and maintain quality blood transfusion services; and strengthening infection prevention and control practices, with the goal of reducing transmission of epidemic prone diseases and antimicrobial resistance within healthcare facilities. These activities align with Global Health Security Agenda priorities in preventing, detecting and responding to potential public health threats. In order to continue efforts to maintain and expand Liberia’s capabilities to prevent, detect, and respond to potential infectious disease outbreaks, CDC, the GOL, and partners must work to ensure a rapid diagnosis of infectious diseases. When infectious diseases strike, obtaining fast, accurate laboratory diagnoses is vital to stopping an outbreak from becoming a widespread epidemic. A timely confirmation of infectious diseases and proper infection prevention and control practices support reduced risk of infections, prevent widespread disease transmission, and improve the quality of healthcare services. Safe and reliable blood transfusion services reduce risk of infections and improve patient health outcomes. This NOFO builds on activities implemented under CDC-RFA-GH15-1630, which supports implementation of key activities under similar strategy areas. Program findings have shown, among other positive outcomes, the importance of strengthening infection prevention and control practices in healthcare facilities through the training of healthcare workers with mentorship as a key component for workers retaining new knowledge and effectively applying sound IPC practices. Laboratory diagnostics have been improved through intensive technical training with embedded mentorship for laboratory staff, reinforced through laboratory quality management activities. Blood transfusion services have been improved through technical training and on-site mentorship provided to National Blood Safety Program management and workers at multiple levels, complemented by implementation of blood safety quality standards and equipment and supplies support. Gains made across these areas have been reinforced by other key activities, including technical assistance provided to the GOL to develop supportive national policies and strategic plans, the development of protocol and procedures to promote sustained improvements, and training of trainers in each area to promote lasting workforce capacities.

To some it looks like a cat's eye. To others, perhaps like a giant cosmic conch shell. It is actually one of brightest and most highly detailed planetary nebula known, composed of gas expelled in the brief yet glorious phase near the end of life of a Sun-like star. This nebula's dying central star may have produced the outer circular concentric shells by shrugging off outer layers in a series of regular convulsions. The formation of the beautiful, complex-yet-symmetric inner structures, however, is not well understood. The featured image is a composite of a digitally sharpened Hubble Space Telescope image with X-ray light captured by the orbiting Chandra Observatory. The exquisite floating space statue spans over half a light-year across. Of course, gazing into this Cat's Eye, humanity may well be seeing the fate of our sun, destined to enter its own planetary nebula phase of evolution ... in about 5 billion years. via NASA

Description: The US Centers for Disease Control and Prevention (CDC), in coordination with the Government of Liberia (GOL) and local and international partners, actively supports timely detection and response activities to control disease outbreaks at their source and neutralize other public health threats, including breaking the chain of transmission of Ebola Virus Disease (EVD) during the 2014-2016 outbreak. Building on capacities developed during the 2014-2016 Ebola outbreak response efforts, CDC has continued to support the GOL and partners in maintaining an active alert system to ensure rapid detection and response to infectious diseases with epidemic potential. In order to maintain vigilance against potential outbreaks of disease and other public health threats, CDC and partners on the ground must work to ensure that specimens collected for testing are rapidly transported to a designated laboratory for advanced diagnostics. Timely confirmation of infectious diseases allows for rapid isolation of patients, reducing the number of contacts and reducing the risk of widespread transmission. Timely disease detection also decreases the number of resources required for contact tracing, quarantining, and monitoring. When infectious diseases strike, getting fast and accurate laboratory diagnoses is critical to stopping an outbreak from becoming a widespread epidemic. Before the West Africa Ebola epidemic, Liberia had no system in place for getting clinical samples from remote areas to diagnostic labs. Delays in getting an accurate laboratory diagnosis can lead to more opportunities for outbreaks to spread. Efforts since 2015 have demonstrated that strengthening laboratory diagnostics through the development and implementation of a robust, flexible specimen transport system for effective, efficient detection of priority diseases is a crucial aspect in strengthening and maintaining health system capacities to detect and respond to public health threats. The current diagnostic transport network has played an essential function in detecting and controlling disease threats beyond the 2014-2016 EVD outbreak, supporting the detection of multiple disease outbreaks, including but not limited to, outbreaks of meningococcal disease, Lassa fever, shigellosis, measles, and others. A specimen transport model must have the capacity integrate fully into Liberia’s public health system across all counties, with GOL ownership in a supportive policy environment. An effective specimen transport network requires strong collaboration and communication throughout Liberia’s 15 counties in close cooperation with county and district health facilities, county diagnostic officers, county and district surveillance officers, national and regional laboratories, the Ministry of Health, and other GOL entities. NOFO activities align with Global Health Security Agenda focus areas to prevent, detect, and respond to potential threats, supporting real-time bio-surveillance and timely diagnostics for effective public health action. Capabilities further strengthened through these activities will specifically increase Liberia’s ability to detect cases of EVD and other infectious diseases. Combined with additional USG and partner investments in surveillance systems, data management, public health workforce development, other laboratory strengthening efforts, and emergency management and response, the public health infrastructure of Liberia will be more capable to prevent, detect and respond to future outbreaks.

Description: Reclamation is interested in research where the benefits are widespread but where private-sector entities are not able to make the full investment and assume all the risks. Astronomy picture of the day by NASA - Meteor Misses Galaxy


The galaxy was never in danger. For one thing, the Triangulum galaxy (M33), pictured, is much bigger than the tiny grain of rock at the head of the meteor. For another, the galaxy is much farther away -- in this instance 3 million light years as opposed to only about 0.0003 light seconds. Even so, the meteor's path took it angularly below the galaxy. Also the wind high in Earth's atmosphere blew the meteor's glowing evaporative molecule train away from the galaxy, in angular projection. Still, the astrophotographer was quite lucky to capture both a meteor and a galaxy in a single exposure -- which was subsequently added to two other images of M33 to bring up the spiral galaxy's colors. At the end, the meteor was gone in a second, but the galaxy will last billions of years. via NASA

Description: This project has the following objectives: - Perform noxious weed surveys and noxious weed monitoring using methods designed for long-term data collection and implement weed control measures as applicable. Collect data that can be utilized to compare the effectiveness of weed treatments and the containment or spread of weeds in the future. Provide treatment services to meet specific needs. - Integrate weed monitoring data into comprehensive weed aps. - Develop and/or update management plans to assist Natural Resources personnel with effective and efficient management of native and invasive biological resources using the latest available research to guide management techniques. - Perform inventories and monitoring of significant biological resources and sensitive, Threatened, and Endangered species and research pollination ecology. - Develop distribution models for priority species (including sensitive, Threatened, Endangered, and invasive), ecological systems/vegetation, permeability, and other desired models to support planning, under both current and potential future climate scenarios. - Review Species Status Assessments and provide data development services to inform critical habitat. - Develop site plans and assist with restoration of degraded landscapes. - Conduct sampling and studies that describe how the Preble's meadow jumping mouse uses of habitats and to understand what habitat conditions support Preble¿s meadow jumping mouse populations. - Conduct sampling and population monitoring of the Preble's meadow jumping mouse persistence in appropriate habitats. - Conduct sampling and monitoring of the Preble's meadow jumping mouse to understand population dynamics, movement patterns, and natural history. - Vegetation mapping and monitoring. Perform wildlife and vegetation monitoring to inform the Bird/Wildlife Aircraft Strike (BASH) prevention program.

When handling a SSLv2-compatible ClientHello request, the server doesn't generate a new random value but sends an all-zero value instead. This results in full malleability of the ClientHello for SSLv2 used for TLS 1.2 in all versions prior to NSS 3.39. This does not impact TLS 1.3.
