Description: The Pacific Outer Continental Shelf (OCS) Region of BOEM is offering a competitive cooperative agreement for the study Supplemental Data Regarding the Behavioral Response of Rock Crabs to Subsea Cables with Electromagnetic Fields (EMF) and Potential Impact to Fisheries (National Studies List [NSL] #PC-19-02) to determine whether renewable energy power cables may deter commercial crab species from crossing over the cables to reach baited traps.The Energy Policy Act of 2005 (EPAct) authorized BOEM to issue leases, easements, and rights of way to allow for renewable energy development on the OCS. EPAct provided a general framework for BOEM to follow when authorizing these renewable energy activities.Section 19(e) of the OCS Lands Act (OCSLA) (Public Law 95-372)(43 U.S. Code 1345) authorizes the use of cooperative agreements with affected States to meet the requirements of OCSLA, including sharing of information and joint utilization of available expertise to carry out applicable Federal and State laws, regulations, and stipulations relevant to OCS operations both onshore and offshore.The purpose of this award is to determine whether alternating current (AC) power cables associated with renewable energy (viz. wind turbine) deter commercial crab species (i.e., rock crabs) from crossing over the cables to reach baited traps similar to those used in local fisheries. This will benefit West Coast rock crab fishermen and the western coastal States, local Governments, and local communities to which the economy of this fishery contributes. This will allow BOEM to make the science-informed decisions, perform the analyses required by the National Environmental Policy Act (NEPA).The overall objective of this study is to test whether AC power cables will act as an ¿electrified fence¿ on the seafloor that reduces crabs¿ entry into baited traps similar to those used in local fisheries.The total anticipated amount of available funding is approximately $240,000 subject to the availability of funds. The anticipated period of performance will be from FY 2020 through FY 2021. BOEM anticipates making one cooperative agreement award in FY 2020 for one proposal submitted under this Program Announcement.This Program Announcement describes the specific projects that may be awarded to the universities or eligible groups identified. All awards are premised on receipt of an acceptable proposal. This is not an open solicitation for proposals. Description: This Funding Opportunity Announcement (FOA) invites applications that seek to support the identification of shared mechanisms and development of innovative interventions to address multimorbidity (or multiple chronic conditions (MCCs)) and its consequences. Intervention research supported by this initiative should be designed to study: (1) mechanisms or pathways that prevent MCCs, including the identification of early biomarkers, behavioral pathways, and individual and contextual risk factors and interactions that contribute to the development of common MCCs; (2) targeted therapies and management, including self-management, of MCCs to delay progression and prevent onset of new diseases; and (3) innovative health care partnership models for managing or treating MCCs. Studies may include shared mechanisms, and assessments of interactions between risk factors and interventions that address MCCs at different periods of the lifespan in diverse populations. Use of innovative technologies to assess and intervene on risk factors and pathways are encouraged. Studies may also include those that make use of existing data and/or data linkages to explore new research questions that may be helpful in understanding the impact of mechanisms in isolation or in combination. Of particular interest are interventions that target prevention and treatment of multiple chronic health conditions, including study designs that address therapeutic targets for preventing co-occurring multiple chronic conditions. Astronomy picture of the day by NASA - The Lively Center of the Lagoon Nebula


The center of the Lagoon Nebula is a whirlwind of spectacular star formation. Visible near the image center, at least two long funnel-shaped clouds, each roughly half a light-year long, have been formed by extreme stellar winds and intense energetic starlight. A tremendously bright nearby star, Hershel 36, lights the area. Vast walls of dust hide and redden other hot young stars. As energy from these stars pours into the cool dust and gas, large temperature differences in adjoining regions can be created generating shearing winds which may cause the funnels. This picture, spanning about 15 light years, features two colors detected by the orbiting Hubble Space Telescope. 1 Юни Първи Юни Ден на детето


Днес е първи юни – денят на детето! Честито на всички, които се чувстват такива! Помня, че нас ни водеха да ядем я торта, я мелба в кварталната сладкарница, идилия, но какво в действителност се празнува на първи Юни, 152-ият ден в годината според григорианския календар (153-и през високосна)? В почти всички държави по света има празник на Детето или още Ден на децата. Това е свързано с местни традиции и тн. У нас в България ние празнуваме на първи юни Международния ден за защита на децата (по известен като Деня на детето). Този ден води началото си от 1950 г., когато за пръв път в 51 страни на света се чества учредения от Съвета на Международната демократична федерация Международен ден за защита на децата. Реално празникът обаче има своите корени още от 1924-5 г., когато в Женева, Швейцария, се провежда Световната конференция по въпросите на детското здраве. Тази конференция завършва с Женевската декларация за правата на децата, в която се подчертава необходимостта от специална защита на правата на децата. Празникът като такъв е учреден през 1949 г., когато с решение на Съвета на Международната демократична федерация на жените е прието това е 1 юни и така на следващата 1950 този празник е отбелязан за пръв път. Денят на детето се отбелязва на 1 Юни и в почти всички страни от бившия Социалистически лагер. Този празник обаче няма политическа окраска, а у нас е свързан в цикъла празници след 24 май, които отбелязват края на учебната година и началото на летните игри на двора.

Astronomy picture of the day by NASA - Aurora over Sweden


It was bright and green and stretched across the sky. This striking aurora display was captured in 2016 just outside of �����stersund, Sweden. Six photographic fields were merged to create the featured panorama spanning almost 180 degrees. Particularly striking aspects of this aurora include its sweeping arc-like shape and its stark definition. Lake Storsj����n is seen in the foreground, while several familiar constellations and the star Polaris are visible through the aurora, far in the background. Coincidently, the aurora appears to avoid the Moon visible on the lower left. The aurora appeared a day after a large hole opened in the Sun's corona allowing particularly energetic particles to flow out into the Solar System. The green color of the aurora is caused by oxygen atoms recombining with ambient electrons high in the Earth's atmosphere. via NASA

Astronomy picture of the day by NASA - Green Flashes: Sun, Moon, Venus, Mercury


Follow a sunset on a clear day against a distant horizon and you might glimpse green just as the Sun disappears from view. The green flash is caused by refraction of light rays traveling to the eye over a long path through the atmosphere. Shorter wavelengths refract more strongly than longer redder wavelengths and the separation of colors lends a green hue to the last visible vestige of the solar disk. It's harder to see a green flash from the Moon, not to mention the diminutive disks of Venus and Mercury. But a telescope or telephoto lens and camera can help catch this tantalizing result of atmospheric refraction when the celestial bodies are near the horizon. From Sicily, the top panels were recorded on March 18, 2019 for the Sun and May 8, 2020 for the Moon. The recent organization and cataloging of the more than 90,000 black-and-white and color images in the Congressional Quarterly Photograph Collection enables researchers to explore U.S. Congressional activities as well as a variety of governmental initiatives, policy issues, and Capitol Hill neighborhood doings. The photos date primarily from 1988 to 2005 and were created by photographers working for Congressional Quarterly Weekly Report. This collection is a companion to the Roll Call Photograph Collection, which was cataloged a few years ago. Special resources provided by the arrearage reduction program made it possible to complete work on this large CQ Collection within a single year.

Becoming acquainted with a newly organized collection is like unwrapping a gift. The core team consisting of technicians, digital library specialists, an archivist and a cataloger, joined by curatorial and reference staff who consulted on the project, were gratified to see the depth and breadth of the images the team’s work brought to light. The collection has already proven a valuable resource for finding images of members of Congress and their staff from both sides of the aisle, often in the context of hearings, meetings, and public events. As processing technician, Jacob Stickann noted from his work with the collection, “It gives you an inside look at the workings of our government.”

The collection materials also give a feel for the work methods of a photojournalist, because you can see the many images taken in covering any given subject, although only a small selection were ever published.  With some dedicated research, you can compare unpublished images to those that CQ Weekly published to get a sense of editorial practice at the publication. (Print copies of the publication are available in the Library’s periodical collections and an electronic version that covers 1983 to the present can be found at www.cq.com).

The format of the photos in the collection can help you see how photographers approached their subjects, providing  insights on the goals and challenges of photographing governmental activities—or any activities, for that matter. That’s because you can see the full sequence of images photographers took. The majority of the collection consists of black-and-white negatives, which on-site researchers can look at in the form of contact sheets – entire rolls of 35 mm film contact printed on sheets of photographic paper.

This contact sheet from CQ’s partner collection, Roll Call, shows how contact sheets enable viewers to see sequences of images printed from negative strips, as well as markings added by the magazine staff.

Even more readily accessible are the digitized strips of color negatives.  The reversal of colors and overall orange tint in color negatives makes them very hard to read in their original format. For example, what is blue in the real world appears as yellow in a color negative. An innovative use of a flatbed scanner made it possible to create ‘quick reference scans’ that represent the 5,100 strips of 35mm film in recognizable colors and provide legible access to that portion of the collection.  What strikes me when I look at these still images is how the photographers’ practice of taking several pictures in quick succession offers an almost motion picture-like glimpse of actions and interactions in progress.  We invite you to try this online viewing experience to see if it strikes you the same way.

Processing technician Libby McKiernan commented on the variety of images that take you beyond committee rooms to rallies and interactions with constituents. She also expressed her surprise at seeing many celebrities turn up in the photos, often in the context of their work on issues before Congress.

This negative strip shows Richard Masur, actor and president of the Screen Actors Guild, actor Michael J. Fox, Ellen Levin, who became the object of media pursuit after her daughter was murdered in the late eighties, and actor Paul Reiser. Fox, Levin and Reiser testified before the Judiciary Committee, describing their experiences with “paparazzi” photographers.

The props featured at rallies and press conferences particularly caught the eyes of processing technician Michelle An, among them: a Trojan horse, a mock nuclear waste cask, and the national debt clock.

Cataloger Arden Alexander pointed out that issues of interest to Congress sometimes took the photographers outside DC, for instance to explore Broadband internet in Kutztown, Pennsylvania.

Staff members also noted that the images sparked their curiosity and inspired them to further research.  Jacob commented, “I found myself checking C-SPAN’s archive and the Congressional Record to identify people, committees, and legislation.  The photos that stood out often led me to do further research. Why are airline employees holding an anti-ticket tax rally on the Capitol steps? Why is Elmo testifying before a House subcommittee?”

Similarly, Michelle commented that photos showing the U.S. Capitol subway operating underneath Capitol Hill inspired her to look back in time, as the subway began operation in 1909. CQ provided color images of the Capitol subway system that connects the Capitol to the Senate office buildings and one of the House office buildings. We began writing this post before Covid-19 became a household word in the U.S.  But looking at CQ photographs also provides a reminder that we have faced challenging times before. Arden noted that the coverage from September 11th, 2001, focuses on circumstances in the D.C. area—including both watchfulness and solidarity on display.
