Astronomy picture of the day by NASA - A Hole in Mars


What created this unusual hole in Mars? The hole was discovered by chance in 2011 on images of the dusty slopes of Mars' Pavonis Mons volcano taken by the HiRISE instrument aboard the robotic Mars Reconnaissance Orbiter currently circling Mars. The hole, shown in representative color, appears to be an opening to an underground cavern, partly illuminated on the image right. Analysis of this and follow-up images revealed the opening to be about 35 meters across, while the interior shadow angle indicates that the underlying cavern is roughly 20 meters deep. Why there is a circular crater surrounding this hole remains a topic of speculation, as is the full extent of the underlying cavern. Holes such as this are of particular interest because their interior caves are relatively protected from the harsh surface of Mars, making them relatively good candidates to contain Martian life. These pits are therefore prime targets for possible future spacecraft, robots, and even human interplanetary explorers. via NASA

Astronomy picture of the day by NASA - Julius Caesar and Leap Days


In 46 BC Julius Caesar reformed the calendar system. Based on advice by astronomer Sosigenes of Alexandria, the Julian calendar included one leap day every four years to account for the fact that an Earth year is slightly more than 365 days long. In modern terms, the time it takes for the planet to orbit the Sun once is 365.24219 mean solar days. So if calendar years contained exactly 365 days they would drift from the Earth's year by about 1 day every 4 years and eventually July (named for Julius Caesar himself) would occur during the northern hemisphere winter. By adopting a leap year with an extra day every four years, the Julian calendar year would drift much less. In 1582 Pope Gregory XIII provided the further fine-tuning that leap days should not occur in years ending in 00, unless divisible by 400. This Gregorian Calendar system is the one in wide use today. Of course, tidal friction in the Earth-Moon system slows Earth's rotation and gradually lengthens the day by about 14 milliseconds per century. That means that leap days like today will not be necessary ... about 4 million years from now. via NASA

Background For regular, unencrypted FTP traffic, the FTP ALG can inspect the unencrypted control channel and open related sessions for the FTP data channel. These related sessions (gates) are specific to source and destination IPs and ports of client and server. The design intent of the ftps-extensions option (which is disabled by default) is to provide similar functionality when the SRX secures the FTP/FTPS client. As the control channel is encrypted, the FTP ALG cannot inspect the port specific information and will open a wider TCP data channel (gate) from client IP to server IP on all destination TCP ports. In FTP/FTPS client environments to an enterprise network or the Internet, this is the desired behavior as it allows firewall policy to be written to FTP/FTPS servers on well-known control ports without using a policy with destination IP ANY and destination port ANY. Issue The ftps-extensions option is not intended or recommended where the SRX secures the FTPS server, as the wide data channel session (gate) will allow the FTPS client temporary access to all TCP ports on the FTPS server. The data session is associated to the control channel and will be closed when the control channel session closes. Depending on the configuration of the FTPS server, supporting load-balancer, and SRX inactivity-timeout values, the server/load-balancer and SRX may keep the control channel open for an extended period of time, allowing an FTPS client access for an equal duration.​ Note that the ftps-extensions option is not enabled by default.

Astronomy picture of the day by NASA - South Celestial Rocket Launch


At sunset on December 6 a Rocket Lab Electron rocket was launched from a rotating planet. With multiple small satellites on board it departed on a mission to low Earth orbit dubbed Running Out of Fingers from Mahia Peninsula on New Zealand's north island. The firey trace of the Electron's graceful launch arc is toward the south in this southern sea and skyscape. Drifting vapor trails and rocket exhaust plumes catch the sunlight even as the sky grows dark though, the setting Sun still shinning at altitude along the rocket's trajectory. Fixed to a tripod, the camera's perspective nearly aligns the peak of the rocket arc with the South Celestial Pole, but no bright star marks that location in the southern hemisphere's evening sky. Astronomy picture of the day by NASA - Two Hemisphere Night Sky


The Sun is hidden by a horizon that runs across the middle in this two hemisphere view of Earth's night sky. The digitally stitched mosaics were recorded from corresponding latitudes, one 29 degrees north and one 29 degrees south of the planet's equator. On top is the northern view from the IAC observatory at La Palma taken in February 2020. Below is a well-matched southern scene from the ESO La Silla Observatory recorded in April 2016. In this projection, the Milky Way runs almost vertically above and below the horizon. Its dark clouds and and bright nebulae are prominent near the galactic center in the lower half of the frame. In the upper half, brilliant Venus is immersed in zodiacal light. Sunlight faintly scattered by interplanetary dust, the zodiacal light traces the Solar System's ecliptic plane in a complete circle through the starry sky. Large telescope domes bulge along the inverted horizon from La Silla while at La Palma, multi-mirror Magic telescopes stand above center. Explore this two hemisphere night sky and you can also find the Andromeda Galaxy and the Large and Small Magellanic Clouds. via NASA

Description: This FOA solicits new applications for multi-investigator cross-disciplinary early-stage fundamental research to address emerging new directions as well as long-standing challenges in liquid solar fuels generation via artificial photosynthesis approaches. Artificial photosynthesis is typically viewed as the generation of fuels using only sunlight, carbon dioxide, and water as inputs. However, for the purpose of this FOA the concept of artificial photosynthesis approaches will be expanded to include other abundant feedstocks beyond carbon dioxide, such as nitrogen. Regardless of feedstock, the focus must remain on fundamental scientific concepts for solar-driven liquid fuel production. Applications should focus on the highest scientific priorities in solar fuels production as identified by the 2019 Liquid Solar Fuels Roundtable and will be required to address priority research opportunities (PROs) denoted in 2019 Liquid Solar Fuels Roundtable Report (Brochure). The research should capitalize on unique capabilities and accomplishments developed to date, including those from BES-funded efforts in the Fuels from Sunlight Hub, Energy Frontier Research Centers (EFRCs), and BES core programs. Projects should also integrate experiment and theory to elucidate scientific principles for light energy capture and conversion into chemical bonds.

Description: Research indicates the use of local solutions is critical for promoting sustainability of U.S. investments in partner countries. USAID is now focused on working with new and underutilized partners, especially the private sector and local actors, to support and help finance the journey to self-reliance via direct assistance.Over the past decade, USAID/WA has worked to establish or support several private sector associations organized around specific sectors, commodities or issue areas. One area that has not been sufficiently prioritized has been organizational capacity and management for these associations to be member-driven and financially self-reliant to sustain their core operations.With the typical grants/training interventions, USAID and other donors have caused these organizations to shift their priorities to attract donor funding versus appropriately representing the evolving needs of their membership. Many of these associations have become project implementers for donors, establishing new positions and compensation policies. Often these expenses cannot be supported through locally mobilized resources such as member dues or fees for goods and services. USAID-initiated and donor-funded organizations have also often been developed with ineffective governance and management structures. Rather than focusing on sustainable strategies to support member driven needs through smart growth, donor-funded organizations make decisions based on the expectation of continued donor funding.USAID/WA has identified the following priority issue areas facing associations in the region: access to finance, input supply, marketing, production and technology, and capacity strengthening. This Local Works activity will look to pilot activities that address the above issues with the goal of increased sustainability and commercial viability of private sector associations. Activities may include any locally owned solution that has the potential to increase an association’s commercial viability, long-term sustainability, or ability to meet the evolving needs of its members. Description: Agency Name: Department of TransportationDescription: The Further Consolidated Appropriations Act, 2020 provided $1 billion for National Infrastructure Investments. As with previous rounds, funds for the FY 2020 BUILD Transportation program are to be awarded on a competitive basis for projects that will have a significant local or regional impact. The Further Consolidated Appropriations Act, 2020 states that not less than $15,000,000 will be used for planning, preparation, or design of projects eligible for funding. If this solicitation does not result in the award and obligation of all available funds, DOT may publish additional solicitations. The Further Consolidated Appropriations Act, 2020 specifies that BUILD Transportation Discretionary Grants may not be less than $5 million and not greater than $25 million, except that for projects located in rural areas the minimum BUILD Transportation Discretionary Grant size is $1 million. The Further Consolidated Appropriations Act, 2020 specifies that not more than 50 percent of funds can be spent on projects located in a rural area with a population equal to or less than 200,000 and not more than 50 percent of funds can be spent on projects located in an urbanized area with a population of more than 200,000. Pursuant to the Further Consolidated Appropriations Act, 2020, no more than 10 percent of the funds made available for BUILD Transportation Discretionary Grants (or $100 million) may be awarded to projects in a single State. Further, pursuant to the Further Consolidated Appropriations Act, 2020, DOT must take measures to ensure an equitable geographic distribution of grant funds, an appropriate balance in addressing the needs of urban and rural areas, and investment in a variety of transportation modes. The Further Consolidated Appropriations Act, 2020 requires that FY 2020 BUILD funds are only available for obligation through September 30, 2022. No FY 2019 BUILD funds may be expended after September 30, 2027. As part of the review and selection process described in the Notice of Funding Opportunity, DOT will consider whether a project is ready to proceed with an obligation of grant funds from DOT within the statutory time provided. Under the Further Consolidated Appropriations Act, 2020, no waiver is possible for these deadlines. The Further Consolidated Appropriations Act, 2020 allows for up to 20 percent of available funds (or $200 million) to be used by the Department to pay the subsidy and administrative costs for a project receiving credit assistance under the Transportation Infrastructure Finance and Innovation Act of 1998 (“TIFIA”) program, if it would further the purposes of the BUILD Transportation Discretionary Grant program. Recipients of prior TIGER Discretionary Grants may apply for funding to support additional phases of a project awarded funds in earlier rounds of this program. However, to be competitive, the applicant should demonstrate the extent to which the previously funded project phase has been able to meet estimated project schedules and budget, as well as the ability to realize the benefits expected for the project. These include curriculum-based skills development and services designed to support family strengthening activities through one or more of seven activities specified under the authorizing legislation: marriage and relationship education/skills (MRES); pre-marital education; marriage enhancement; divorce reduction activities; marriage mentoring; public advertising campaigns; and activities to reduce the disincentives to marriage. Applicants will be encouraged to also include services to promote employment and job and career advancement.
